Contract administration (CA) often you will sign the contract and start the construction.

SD through DD phases are also known as the design Phases".
CD phase is also known as the drawing production phase, becouse most of the design decisions would've been made prior to CD phase.
For small residential projects, these phases can often be combined. Choosing the contractor prior to selecting your architect will provide you with cost estimate. This will keep the construction budget in check as you go along. Remember, we always want more than we can afford. Many times I have seen project be put on hold due to family disputes (or devorces), contractors fired fromthe job as well.
The goal is to keep the project on time, on budge and maintain a certain level of sanity. Drawing stages will show the design intent and quality/dimensiion of each object.
The purpose of the consttruction documents is to communicate the design intent between you, contractor and architect.
Keep in mind that there is no such thing as a perfect set of documents. There are bound to be discrepancies.
The quality of the construction documents is judged by "standard of care", i.e., what would other professionals have done in a similar situation.
Often a project is submited to the City for permit is about 80% completionof construction document phase, depending on project size and complexity. More and more jurisdictions are asking for 95%completion of Construction Documents. It is a good idea to to have few bid alternates in the documents as a cost control measures.
How much do you want the architect or the designer be involved durind the construction phase? You are not obligated to retain the team on a colsulting basis if you feel comfortable with contractor directly.
