Work Description: Basement Waterproofing, sump pump, humidifier install, electrical box

Comments: I originally reached out to Bill at Mitsi Builder’s to remove hardwood flooring in my kitchen and replace with Ceramic tile. I had several projects that needed to be completed. However my sump
Pump stopped working and the basement flooded. I asked Bill to assist with this and he came out and looked and quoted me $ 34,000 worth of work. We trusted him and believed what he told us. He provided us with a payment schedule at which $ 9,000 needed to be paid up front, another $ 10,000 when he got ready to do the sump pump, etc…Bill was steady telling us that we needed different things and the cost was now up to $ 60,000. On December 7 the Code Enforcement officer placed a stop work order on out door because Bill failed to get the permits. Whomever reported that they did not see a building permit saved us but not before we had given this man $24,000. The project was on hold for over a month. Even while the stop order was in place Bill was still asking us for money. I have a text message where Bill asked me for a check for $ 5,000, he stated that he had purchased the humidifier and that the plumber required a deposit of $ 3,000 upfront. Stupid is, stupid does we did it because we trusted him. I have text messages where I was asking Bill what was going on and why was it taking so long to get the permit. He initially was blaming the slowness on Waukegan. I then told Bill to send me all email correspondence he was having with Waukegan. I had to ask him multiple times and he told me he was sick and that when he felt better he would send. I finally received the emails and that is when I discovered the hold up was Bill did not have his paperwork in order. He did not have a Certificate of insurance, he did not have a bond and he had not lined up a plumber as we believed he was going to do it himself. The deposit for the plumber came about when Waukegan was requiring the plumbers info 055/058 and letter of intent on order to get the permit. How can a plumber agree to do a job that he did not come out to evaluate? Never been to our home and we never saw him Or heard anything about a plumber until then. We received a text from Bill stating that the permit was ready and the cost was 2,130 dollars. I advised Bill that I was frustrated because this should have been taking care of in the beginning. He sent a very condescending response telling me he did this for us and to help us is and that Typically the Homeowner is suppose to get the permit. I advised that was incorrect and that the contractor is responsible For applying for the permit after the scope of the project was defined and that we failed to ensure that it was done. Bill asked if he could pick up the check on 1/31/2022 and that he would go get the permit on 2/1 and have Sebastian start back workiNg on 2/1/2022. Bill got the check from us on 1/31/22, Sebastian was at our home on 2/1/22 working. We kept asking Bill by text about the permit and modification to the contract. He never would present it. He did not go get the Permit until 2/7/2022 but he had that guy back at my house working. This is the guy he LIED and told
Waukegan that he did not have any worker’s. Last week Bill asked us for another $8,000 to purchase the hot water heater, drain pane for the waterproofing, circuit box, etc…. We started asking Bill for receipts and a WBS that showed what he had complete to gage where our money was going. Because why is he asking for more money when so much was left undone. I asked him repeatedly about the plumber he gave the deposit to and the men he said he paid to chisel the concrete? He would elude the question every time. I talked to Waukegan and told them that We have not met a plumber and the sewer rework was done by Bill. The gentle that approved the plumbing permit called the guy whom Bill listed as the plumber and the gentleman told him he did not know anything about the job. I also spoke with George the commissioner at Waukegan building permits and he told me he talked to Bill and the plumber and the guy just did not remember the job? Are your kidding me he has $ 3,000 dollars of my money how is it that he would not remember the job? He did not remember because he was paid to use his credentials to get the permit. That man has never been involved in this job and how can a GC have a sub-contractor come to a customer home to do work and not introduce them to the sub-contractor? Why was the plumber left off of the contract? We fired Bill and I have demanded my money back for unfinished work and the half work. We called in another company and the second sump pump he purchased is not connected, the humidifier is not connected, the basin around the wall for the drains were never finished, so why again was he asking for more money? I failed to research and read reviews or I would have known that Bill does not have good business practices.

Comments: Bill quoted a garage addition and a kitchen rehab. The garage addition went way over expected cost. Once a change-over was approved, Bill still charged for the original items as well as the additional items. I was charged for upgrades that were not implemented. I had to ask Bill to leave the job. He flooded my basement while he was here, causing mold damage throughout my home. He installed stairs using only brad nails. He installed brittle copper pipes that we're supposed to be copper for the exterior. He rewired my home causing a small electrical fire and causing my air conditioner to short out. When asked to see his insurance papers he could not show me any. When other repairman came in at the cost of $54,000 to fix what he had done they looked at me and asked who had ripped me off. I am a widow and he took advantage of me stole my life savings. He charged me for $75,000 worth of product that was never delivered including garage doors, entrance doors, Cabinetry. He is not licensed , and if he is he refused to show me his license when I started questioning him through my attorney

Work Description: Install 9 recessed lights and 2 wall switches to control the lights from 2 locations.

Comments: Bill quoted 4 hours of labor to complete the 2nd job. I was also promised that there will only be 2 holes near the wall and the ceiling by the switches. He was very punctual and was at our house at the agreed time but that's where the promises went out the window. 4 hours turned into 6 and 2 wall switches turned into 1. I was not consulted or warned that the job will go over agreed parameters. Although the job is completed, I am overall not happy.
