Work Description: Concrete

Comments: My first impression of H&L Concrete was very positive. The owner/operator was very responsive to my inquiry in April and came to my home to take a look at my backyard project to see where I needed the concrete. The bid they sent me was fair in comparison to the other three that I had received. It included an itemized bid of each part of the project and included the cost of a concrete pump. All of the bids were well out of our budget, so we needed to make adjustments to our plans. The owner continued to contact me with pictures of projects they were completing. He was very attentive.

We made adjustments to our project to bring the cost down closer to what we had budgeted. In June, after all of the rain stopped from the past couple of months, I contacted H&L Concrete again with my updated plans and they came out and measured and gave me a bid/quote verbally right there in my backyard. It was about 20% more than I had budgeted, but it was still fair and doable, so I agreed to the price. They scheduled to come the following Monday to begin work on the project.

H&L Concrete came that Monday as promised and excavated the three areas we were having them do concrete in and they set the forms. The next morning I received a text message from the owner/operator asking that we increase the cost by almost 30% over what he had quoted me. He said there was additional, surprise costs that he hadn't planned on to have a concrete pump. I had already stretched my budget by 20% and now he was asking for 30% over that. I told him that his first bid to me in April included the pump, so why hadn't he included it this time. He said he thought they could do it without the pump, but that he decided it would be too much work to do it by hand. We communicated back and forth about possibly doing fewer areas to lower the cost to his original bid, but ended up negotiating a 15% increase in cost and they would use a motorized concrete buggy. I agreed to the extra cost and they came that evening to fill the forms with gravel and I paid him about half of the agreed upon cost as a deposit.

The next morning they came early and compacted the gravel and began pouring the concrete for our project. I paid them the remaining amount and went to work. When I came home that evening I inspected their work and they had done an OK job. Their attention to detail was lacking. The relief joints/lines were not measured, square, or evenly spaced. Where the concrete connected to existing concrete or wood posts there are half-inch to quarter-inch gaps protruding past the existing structures, not flush or lined up with them. They also left garbage (water bottles and beverage cans) all over the yard.

Overall my experience with H&L Concrete was OK. They are super friendly, responsive, and punctual. But I feel I had a bait-and-switch done on me on the price/cost of the project and the quality of the job was not what I was hoping for or expecting from professionals.
