There are two reasons to replace your windows: they don't look good or they're not energy efficient. Advances in window technology and quality in recent years like thermal welding, low-E and argon glass, better operating hardware, innovative mullion systems, and the availability of architectural styling, have made replacing your windows the smart thing to do if you can afford to make the investment. Add to that the fact that the Government offers energy tax credits and rebates for replacing your old windows, and there's not much point to putting money into your old windows.
