The first question to ask is: Where is the water coming from? There is no point in patching or re-painting a water-stained wall if the source of the water has not been located and repaired. Once that is taken care of, it's necessary to assess the level of damage caused by the underlying water problem. If the stain is really just a surface discoloration, then a new coat of primer/sealer, followed by the finish paint color will take care of the problem. If the initial water damage was more extensive and has caused soft spots in the wallboard, or worse, the presence of mold, then it will be necessary to completely replace the affected wallboards.
